Mary, I'm probably the Queen of Iffy Resource Photos on the forum so you're welcome to take my advice with several large heaps of salt, but I would go ahead with the photo you've shown us and just try to add a bit of contrast to the faces to deal with the backlit effect that Linda Brandon describes so well. I'd also look at some of the other photos that the father sent you and see if any of them give you an interaction between the two children, even by way of a hand on a shoulder, as suggested. If the children have been photographed in the same place with the same light it wouldn't be hard to include elements from other pictures to make a better whole.
Personally I would avoid contacting the father again with yet another request. It sounds as though what you'd lose in good will you'd be uncertain to gain back in a more usable pose.
