Hi Richard,
I like the juxtaposition of the big hat with a young lady and the bright red of her tunic. You've got a lot of interesting visual things happening.
Since you put this in the critique section, here's some things to consider:
the upper arm seems like it's too light and bulging. Might want to downplay that contrast. Right now it's the most contrasty part of the picture and draws the eye to it first.
Above her eye - is that eyeshadow? It seems artificial. Cosmetics are hard to render without seeming out of place. Maybe some shading?
