Painting hairy arms

Okay, before you think I'm making another bad joke here, this is serious! I'm currently painting a portrait of a very hairy guy (Steve). I bought a set of very cheap bristle brushes and cut them all up so I had very ragged, shaggy tips. Now I'm playing around with them and trying to get the look of believable, curly hair on his arms. It still looks a little clumpy, do I need to use a lot more medium?

Are their any other suggestions on achieving this illusion without painting every single hair.

I'll post a picture later of my attempts.
